We are thrilled to have Bill Payne joining the Frazer team as Director of Adult Programs. He spent 17 years with the Indian Creek Foundation in Pennsylvania, a highly respected, $18.5M nonprofit providing a variety of services for people with intellectual disabilities. After 15 years as Director of Residential and Community-Based Services at Indian Creek, Bill was asked by the CEO to move into the position of Director of Vocational and Day Services, to bring the agency’s day services into compliance with evolving Medicaid guidelines. During his tenure, he transitioned Indian Creek from an in-house service model to a model that provides opportunities for participants to regularly engage in and contribute to the community. Bill also re-established the Supported Employment program at Indian Creek.
Prior to joining Indian Creek in 2001, Bill was Regional Director of Northwestern Human Services in Philadelphia for 12 years. He began his work with people with intellectual disabilities as a Direct Support Professional in a group home setting. For nine years, Bill served on the Board of Directors of Generations of Indian Valley, a nonprofit serving senior citizens, and served as Board Chair from 2014 to 2016. Bill holds a Master’s degree in Nonprofit Management from Eastern University. He is an avid photographer and artist, with a Bachelor’s degree in Graphic Design from Temple.
Bill and his wife recently relocated to Georgia to be closer to family. His wife has an RN position with the Georgia Department of Behavioral Health and Developmental Disabilities, the regulatory agency governing Frazer Center’s Adult Program.
